Driver error "LocalCommErr"

Problem

When opening the license manager or pressing the Create a Software (HASP-SL) Key button, this error message appears: Driver error LocalCommErr was encountered while enumerating the HASP keys.
The Sentinel Admin Control Center (localhost:1947) is unreachable.
The Sentinel LDK License Manager service is missing.

Solution
